Does this cost include VAT?

The published capital rate already includes 10% VAT; the tool does not add VAT again. The 10% contingency is the tool's planning assumption, not a rate set by the Ministry of Construction.

How is floor area calculated?

By default, all floors are assumed to have the same area, equal to width × depth of the house; basements, mezzanines, rooftop terraces and private balconies are excluded. If you start from a drawn floor plan, the tool counts rooms and corridors but not walls and structure — check against the actual documents.

Can this number be used to sign a contract?

No. This is an initial estimate for capital planning; actual costs depend on design, materials, construction conditions and contractor quotations.

Basis and limitations. Default rate from Table 2, Appendix to Decision 425/QĐ-BXD, calculated per m² of floor area, at the Q4 2025 price level and national average. The capital rate includes construction cost, project management, consulting, certain other costs and 10% VAT; contingency is not included. The tool does not automatically update price indices, regional coefficients or geological conditions.

Excludes land purchase, loose furniture/equipment, special finishes, soft-ground treatment and project-specific costs.
Do not apply this formula to prefabricated/modular houses, renovations, houses with basements, or multi-story houses whose floors differ in area. Such cases require separate consulting and a separate cost estimate.
“Remainder of the capital rate” is the difference between the two published columns, not a separate quotation for each service. The tool does not split rough construction and finishing without a bill of quantities.
